Howard R. Brown, III was born on March 23, 1959, the second son of the late Howard R. Brown, Jr. and the late Evelyn Brown, in Wilmington, Delaware. 

Howard attended George Gray Elementary School, Warner Jr. H.S. and Howard Technical High School. Howard was a member of the track and field team; his event was shot put. 

Howard graduated from Howard Technical H.S. in 1977. After high school, he worked as a bus driver at Lehane's Bus Service, where he met Felicia Morgan. The two married and together welcomed 2 daughters, Stephanie and Alexis.The two later divorced.

Howard worked numerous other jobs in his lifetime. He was a taxicab driver for Polly's Cab and a Bulk Delivery driver for Traction Tire Wholesale. He also worked for D.A.S.T. as a van driver.  While working for D.A.S.T. Howard injured his back and suffered a debilitating injury.

He was predeceased by his parents, Howard R. Brown, Jr. and Evelyn Brown, his brother Marvin D. Brown and sister, Leondra M. Brown, his paternal grandparents, Luella M. Brown and Howard R. Brown, Sr., his maternal grandparents, Joseph B. Jackson, Sr. and Minerva Jackson.  Aunts; Margaret White, Alberta D. Jackson, Rachael B. Jackson, Myrtle Jackson, Hannelore Jackson and Minerva Harmon. Uncles; Clarence White, Joseph B. Jackson, Jr. Christopher N. Jackson, Sr., Robert S. Jackson, Sr., Joseh Harmon, Leon Jackson, and Arvon Jackson, and one grandson Jayden Terrell Brown. 

Cherishing his memory are his children, Stephanie T. Brown and Alexis Z. Brown of Newark, his sister Tracey T. Whye (John) of New Castle, his brothers Orlando A. (Sherell) of New Castle and Deion A. (Mary) of Newark and a host of , nieces, nephews, cousins, friends and extended family.
